Building and Planning Services help guide and oversee all development in the City of Thunder Bay. Planning typically deals with what can be located in certain areas, while Building determines how it can be built. Building and Planning will be involved in projects like:
- Changing a land use
- Getting a minor variance or lot severance
- Building something that requires a permit
- Renovations on a single-family home, or property you own
Planning pre-consultations and many building permits for projects that can be completed by a homeowner are now available online. Check our Property and Permits portal to see if you can submit your application online, or contact Planning Services at 807-625-2216 or Building Services at 807-625-2574.
Check zoning rules and property info
Before you start planning your project, you should see if what you want to do is allowed on your site. Land use planning lets us manage land and resources over the long term to address important social, economic, and environmental concerns. It balances the interests of individual property owners with the wider needs and objectives of our community.

Check if you qualify for improvement grants
The North Core, South Core, and Westfort Business Area are designated as CIP project areas. Projects include converting a second floor to a home or office, converting a main floor from residential to a commercial use, improving the façade of a building, or a rebate on Planning Application and Building Permit fees.

Development applications can be complicated. Along with the municipal regulations governing your plans, there may be requirements enforced by other agencies like the Ministry of Transportation or the Lakehead Region Conservation Authority. To help you navigate this complex landscape, the City of Thunder Bay requires that the following planning applications go through a pre-consultation process.
A pre-consultation application is required prior to applying for:
- Official Plan and/or Zoning By-law Amendments
- Draft Plans of Subdivision
- Draft Plans of Condominium
- Consent to Sever
- Site Plan Approval
- Site Plan Amendment

Find out if you need a building permit
Building permits are required for most projects. Building permits are typically needed for:
- Building a new building or structure (house, garage, shed, etc.)
- Repairing, renovating, adding to, or demolishing an existing building
- Finishing your basement
- Installing a swimming pool fence
- Installing a solid fuel burning appliance (wood stove)
- Building a deck
- Erecting a sign that is free standing and higher than 7.5 m (24’-8”), or attached to a building
- Installing a new plumbing system (you don’t need a permit for replacement of existing fixtures)
- Relocating any type of plumbing system
- Replacing main building control valve (main shut off valve at meter)
- Temporary tents greater than 60 m2 in area (646 sq. ft.)

Check if you need other approvals
A number of other approvals may be required before Building Services can issue your permit. Staff can help you determine if there are other external agencies that may have an interest in your project. These include:

Urban design is both visual and practical. The vision for Thunder Bay is a city that is attractive, accessible, walkable, and resilient. To achieve this, we use urban design best practices. The City of Thunder Bay has two documents that guide the design of private and public lands. These are the Urban Design Guidelines and the Image Route Guidelines.
Some projects may require the use of the Urban Design Guidelines, and dependent on location, could require the use of the Image Route Guidelines.

Basement renovations
Check before you build
Before you begin your basement renovation, you should be aware of the following:
- Zoning does not need to be checked if the work is being done in a legally existing, single detached dwelling with no exterior work involved, and no change of use to the building
- If the use of the building is being changed, check your zoning
- A building permit is required to renovate a basement, even if it is just adding a bedroom
- Minimum sizes for doors, windows and ventilation are required for all basement renovations

Decks
Check before you build
Before you start to build your deck, you should be aware of the following:
- A Building Permit is required if a deck is more than 0.6m above the ground, or if it is attached to a building with a basement
- Zoning should be checked for the required setbacks
- A Building Permit is not required when the deck is not attached to a building, and is less than 0.6m from the ground.

Driveways
Check before you build
When you construct a new driveway or relocate an existing driveway, you need a driveway permit. Driveway permit applications for residential and other uses are administered by the Engineering & Operations Division.
Driveway installations are controlled by the City Driveway Control Policy No. 11-02-04. The Policy outlines many of the requirements related to the location and construction of driveways, as well as information requirements related to submitting the application.

New builds and home renovation permits
Check before you build
Before you start to apply for a Building Permit for a new home or to renovate an existing one:
- Check the zoning on your property so your plans comply with the zoning
- Follow the Residential Building Permit Application Checklist to obtain and complete the necessary documents
- Modifications to your property may result in a change in your assessment and property taxes. Please visit Property Taxes – Supplementary & Omitted Tax bills for information and to estimate the applicable taxes

New plumbing system permits
Check before you build
When you are installing new plumbing fixtures in your house or relocating existing fixtures you need a Building Permit for plumbing.
- Permits are required when installing new pipes, or moving a fixture or hot water tank
- Permits are not required when you are replacing a fixture (taps, toilet, etc).

- Plumbing isometric drawing (required when the drainage piping is modified)

Sheds, garages and accessory building permits
Check before you build
When you build a new garage that is more than 10 m² (108 ft²) or shed that is more than 15 m² (162 ft²) you need a Building Permit. A recent code amendment exempts sheds up to 15 m² from requiring a building permit.
Interim Amendments to the 2012 Building code exempts sheds up to 15 square metres in area from requiring a building permit, provided the shed:
- Is not more than one story in building height
- Is not attached to a building or any other structure
- Is used only for storage purposes ancillary to a principal building on the lot, and
- Does not have plumbing.

Swimming pool fence permits
Check before you build
Before installing your pool, you need a Pool Fence Permit for the construction of a new fence or to confirm your existing fence meets the requirements of the pool fence by-law.
- A permit is required when a swimming pool is more than 24″ deep.
- Check to make sure your pool has the proper setbacks applied in the Zoning By-law
- The maximum height of a pool is 1.5m above grade

Wood stoves and solid fuel appliances
Check before you build
When you are installing a wood stove, you will need a Building Permit.
- A permit is required when installing or moving a woodstove
- Relocating or building a chimney also requires a permit
- All factory-built woodstoves, steel liners, inserts, and other appliances must comply with Building Code, testing and installation standards
- Site-built fireplaces and chimneys must be provided with adequate foundation supports

Large buildings
Check before you build
For buildings that fall under Part 3 of the Ontario Building Code you need large commercial building permit. This includes:
- Buildings that are more than three storeys in height
- More than 600m2 (6458 sq.ft)
- Any building with a care or assembly use (restaurant, church, etc.)
- Requirements vary depending on the project. Please contact Building Services for more information.

- Design by an architect, engineer or large buildings designer depending on the project
- Building Permit application form
- Applicable Law Checklist
- General Review/Commitment Certificate
- Letter of Understanding and Commitment of Review
- Plumbing Information Sheet & isometric drawing if applicable
- Owner’s authorization (if applicable)
- Building Permit fee
- Drawings & specifications
- Some commercial projects require a Backflow Prevention device.
Complete the above forms, and then print them off as part of your Commercial Building package.

Small buildings
Check before you build
For buildings that fall under Part 9 of the Ontario Building Code (other than one and two family dwelling units) you need small commercial building permit. These buildings:

Check before you build
To submit an application online or in person you must download and complete these forms:
- Application for a permit to construct or demolish
- Plumbing information form
- Cross Connection Assessment Form
- Backflow Prevention Device Test Report Forms (after device installation)
Once you have all of the information required for your application, fill our and save the forms to your computer, and scan in all the other required forms and documents.
Apply and pay
To apply online for a Backflow Prevention Permit you must:
- Complete the online application screen
- Submit payment for requested permit(s)
- After the payment is processed, upload your permit application and any supporting documents
- You will receive a receipt at the end of the submission.

Demolition permits
Check before you apply
When you want to demolish a building on your property larger than 108 sq. ft., you need a building permit.

Signage permits
Check before you build
Placing a ground sign or a sign on a building requires a sign permit. The Sign By-law determines the size of the sign that can be used at a particular location.

To apply for a sign permit, please contact the Licensing and Enforcement Division at 807-625-2710 or visit the Victoriaville Civic Centre, Development Services Office, 2nd floor, 111 Syndicate Ave. S.

- Letter of authorization

As part of a complete Demolition permit application, you may be required to submit one of these forms:
- Demolition – supplemental information form
- Habitat for humanity (recycling/donations)
- Ministry of environment, notice to contractors (infractions/fines)

- Sewer and Water demolition disconnection fee
Check application status
To check the status of an application, please log into the Property and Permits portal. Under ‘My Applications’ you will see the status of your project.
